MooSock is likely the closest extension that could do that. However that has limitations in that it can't handle binary packets. A protocol that is text based (such as HTTP) would be okay.
I personally code such things in C. That being said it wouldn't be too hard for someone to make an extension that improves on MooSock.

Thanks for the reply Well... I wish that MooSock would be improved because I've been playing around with it today and I can't seem to get the functionality I want out of it, after trying like every event D:... But I doubt anyone would take the time to update it just for me wanting to do some packet sniffing
I know these things are better done in a real programming language, but CTF is just so damn fast to build things which makes it powerful for me I hope you agree with me
