I have tried to open a old game file with CF2.5 Dev, it gave this error: "Cannot load this application because it was saved with a old version of this program." Any help?

What software was the game made in? Was if MMF2 or something earlier? If it was Klik N' Play or something, you might want to try getting a hold of the intermediate software versions (Click N' Create, etc.) and try to bootstrap your way up to Fusion 2.5.

Weird, I've loaded 20 year old Klik N' Play games into Fusion 2.5 and haven't experienced any problems. Does your game have a *.gam, *.cca, or *.mfa file extension?

I would report this to Clickteam's bugbox, and send them the CCA --- as far as I know, Fusion 2.5 is officially supposed to be compatible with all old projects all the way back to its first incarnation 20 years ago.

I think i've seen that error when it's a protected file. Before when exporting an .exe it came with an external source file which can't be opened.

Yeah, it was protected, i removed it but that error came up

I'm going to have to give this a try myself. I have old .cca files on Zip drives I would like to open. I'm pretty sure .cca files are Click n Create.
