in picture 2, you say green line is phone borders,
so you would like to display a general image background instead of "black borders", right?
I think you could play with this in-app,
like making your screen size flexible to fit any screen at runtime (you may need the window control object)
placing this picture as a background,
then code your application to be centered within this area, with the amount of border you may need
I've personally never done this so this is just an untested idea

One big issue you will have is that you mention "phone" screen, so I assume this is either an Android or iOS question? Or are you looking to do this on Windows? Both have limitations in this area that are different from one another.
