Have you installed the Steam version of Fusion first? The Steam version of the exporters needs it to be there before you can install them.
Otherwise you install the products just like any other Steam game. Go to your Library, Select Clickteam Fusion 2.5 and hit "Install App". After Fusion is installed your exporters should be ready to be installed as well and they are listed as DLC instead of individual titles.

When I first installed the Steam version of Fusion, then added the Exporters / Developer upgrade, they didn't seem to be installed, then they magically appeared later on; I don't think it was any more than an hour.
I screwed up, I gave the copy of standard to my buddy for his birthday, not realizing that Dev was an upgrade in Steamland.
