The colour change is built into windows themes / background images - Windows 10 does it depending on how often you've set your background image to change. I normally set it to once every 10 minutes...
The 2+5+ DLC contains a "Base Frame" option in the properties of the application. This option allows you to define a frame from which the global event editor takes the names of the values.
Neither Alterable Values, Alterable Strings or Flags show their name in the Global Events, and are listed as Alterable Value A,B,C,D, Flag 1,2,3,4, and so on.
