Like the way oldskool MMF has that "windows transparency" thang?
The window transparancy object is probably being converted into a Mmf2 extension sometime. Until then, no.

Depending on how simple what you want to do is, you could just check "grab desktop at start" in the frame properties, and then make objects in the frame semi-transparent.
Of course, this might not be flexible enough for what you want to do; the desktop is only grabbed once, so if the frame moves, the background will folow it. Also, you would be able to see the background through any active objects you wanted on the play area, which probably isn't what you want.
It could be good for an alpha-channeled splash screen though. Like this one for example:

I can't speak for everybody, but a semi-transparent application would only lead to confusion. The user wouldn't be able to distinguish what's important; either the application or what's behind it.
Guess you haven't noticed a lot of modern application do this sort of thing.
