OPTION:- You may be able to change the wallpaper from the commmand line by using 'user32.dll'
It will be in the form
rundll32.exe user32.dll..... etc.
I know cos the old calldll object used the user32.dll.
I would just convert it over to using the rundll32.exe method.
Do a search of the internet you should find something.
This will be by far the cleanest option.
OPTION:- is to use an activeX like freelib.ocx.

OPTION:- You could copy and adapt a VB Script file to do it as well.

It would be nice to have some of the features of PA Pro... it was ahead of its time when it was made. Shame they dont intend to update it to MMF2.
Thanks guys... I contacted Core Media (makers of PowerApp) when MMF2 was released (July 15) and this was their answer:
"I am not sure what our plans are in regard to MMF2, I will discuss this with our developers on Monday and should be able to get back to you next week with an answer either way on we will be doing.
