Race Car Tutorial for the New Guy.

I am looking for a tutorial on a top down racing tutorial. I thought I saw one a couple of days ago however I can't find it now. If there are none out there, does anyone have tips for acceleration, or how to make speedometers work, also random popup power ups? Down the road I would like to have the player earn $$$ to upgrade their cars but when I say down the road I mean …. Well not any time soon, seeing as I am asking for a tutorial on how to make the game.
Any suggestions will help.
