Window control, sub app problem

I'm using a main app with 3 sub apps with window controls for each. During runtime, I click the first sub app to window not on top, and the second sub app reacts to window not on top as the first sub app, even with the second to stay on top. Is this a window control issue, a sub app issue or something else?

I've created all new window objects on each frame that is a sup app, and I even created new frames, but still reacts no differently.

Could you post an example in the file archive forum?

Hi Yves, I just posted a sample file in the file archive forum. The sample file provides a step through. Even without the step through sub app 3 (frame 3 will not remain topmost. Any suggestions?
