Counters not displaying over active picture

Hello.

I'm looking to have a scrolling background, with the counters being displayed over it.

The counters are being used as power bars etc.
I've tried mucking about with the order etc, but it just doesn't appear to let me have counters visible in front of it.

Any suggestions?
And I mean ones that don't mean I have to re-do all my counters as something else.

Just uncheck Display as background in the Diplay Options of the Counters.
