Sub-Application and Window Control

I'm trying to create a basic sticky-notes application, and I have one frame that creates sticky-note "instances" as a sub-application. But I've discovered that the "attach to desktop" option in the Window Control does not work properly if the frame was launched as a sub-application.

Is there some way around this?

yeah that's kinda weird, existing subapps will attach to the desktop but new ones will show up in front of other windows
