If you have an idea on how to make better water without sacrifising the ability to go under-water, please tell me ok thanks.
You could use a semitransparent mode7 X object to create a paralaxed water backdrop. Get a picture of your sky, flip it upside-down then darken it by about 90%. Put it into an active picture object and set the ink effect to Add. This will create a nice looking reflection. The effect will look even better if you animate the water in the mode7 X object.
You can also scale the mode7 and APO relative to the frame's vertical position to create the illusion that the distant water is further away than the near water, but this would be complicated to explain fully and i don't have the time to make an example right now.
do this with the paralaxer object.

I tried putting a mode 7 ex over the landscape for water but they don't respond to each other's height maps, everything goes half blue

I need a good way of getting water in this game and also...
Can it please not overlap the above-water terrain such as grass for instance?
Can it not involve getting rid of the ability to go underwater?
Can it actually look good not like the water in the example I made above which is kinda bad really.
How exactly would you use the paralaxer object to simulate the z-movement of a field? That is, the typical "move forward" texture-transformation of the doom games? Or the scrolling text of the star wars films?
I'd no idea you could simulate this with the Paralaxer.

If it's not possible then i'll have to sacrifice the 3D engine then, make it top-down or isometric or birdes eye view .
Ok i'm making this game 2D now coz you can't do it in 3D, unless of course you use C# dot.net script, in which it is possible to do everything.
