Can MMF2 Developer play third-party SWF files out-of-the-box (or with an existing extension)? Or does one need the Flash output plug-in to play SWF files from MMF2 EXE output?

SWF Exporter to play SWF files made with MMF2. I don't think you can do 3rd party files.

Ah, I see. So the Video Pro extension can't play SWF files, either?
I'm surprised that MMF2 Developer doesn't have any native capability to play SWF files (since it is a multimedia application).

You can use the ActiveX object. Place it in the frame and wait.. in the dialogue, select the "Shockwave Flash Object".
Though that does require that the user has flash installed.
