question does the GMaps work in your device?
can you check
Settings > More > Location services and ensure that Access to my location is set to ON and that Use GPS satellites and Wi-Fi & mobile network are both checked.

problem is that the example made nearest distance and 500 mts, that will not trigger the location unless you move, did you try moving?
a better way to test and you may build there, not matter if is start with location on/off is setting these values.

so the accuracy is set fro hundreds of meters as it says there and distance in narrow to 50 meters.

The bug is the same.
If my GPS was active before I launch the app, that's not working.
Elseif my GPS was inactive before I launch the app, that's working.
This is the screenshot if my GPS was inactive first. Geographic coordinates are updated during walking.

ok, my GPS is inactive, I turn on the app, then I active my GPS, if I reclick the button, the app ask me again to turn on the GPS... but it's already activated

weird works here in nexus 7 and samsung note 3 neo, did you change the accuracy and the distance and you still receive the same values?
I will check to see if works with older devices here

checked here with Samsung ace 4 and seems to work, you notice that if you don't have services location blink until it get steady because you have full location and that moment you see "location services is available" then you can press any time the button and certainly you will not get the dialog since is OK.
