Adapting Timonthy Lottes' CRT Shader?

Here's the type of post I hate making: I have no idea what I'm doing.

This is an awesome shader that simulates the look of a CRT monitor with various options for intensity and such, and best of all, it's free! Problem is, I've never written shader code before, and definitely never used it with Clickteam Fusion. I've largely stuck with the default effects (that have been there since the old Multimedia Fusion days).

I thought maybe I could bash my head against the wall, but looking at the .fx files included with CTF 2.5 vs. this, I realize I probably need some help.

How the heck do I anything?
