We just launched our Kickstarter campaign with a playable demo.
Check this solution out using Sin function. I added some values like speed and distance of the tongue so you can easily control it. Hope this helps.
I learned by trying to remake my favorite games using sprites from the internet so that way I focused more on the logic part! but also the forums is your best friend to find and ask for answers....

you can limit the amount of enemies created by doing something like this
>if timer = 0
>amount of enemies < "desired_amount"
then you can do something like

Oh look at that you don't even have to check for animations, I used to check if the animation was playing to check for collision.
Make sure you are using a different active for collisions and another active for the sprites and animations, that way you can use a flat square or something. Also, take a closer look to the hotspot...
looks nice, my only input is for you to add a smooth camera movement so it doesn't look static and screen shakes when you get hit or when you are shooting. I know is still WIP but in case you did not...

It is working fine for me and with a lot of objects having gravity and a bunch of loops for attacks and movements. Also enemies in my game are like this one with HD graphics and no slow downs so far...
I don't know if it works for DirectShow but, On Application Properties go to Runtime Options tab and check the option "Play sounds over frames"

Try using an active object as a platform instead of a backdrop, for those special events like falling platforms.
So when the player collides with "special_platform" it will have start of movement...
