mm the problem seems from the audio library not the runtime as you may see it take ages to resolve sounds, is this a CyanogenMod 12.1?
first take time checking if the audio have any restricted...
try this please make this sounds instead of 22Khz to 48KHz and test, the error comes from the sound decoder which detect a non supported config.
can you check if you get any notice inside logcat when the sound is played?. using DDMS or monitor
