Having a problem with alterable values

So in my game, I have homing rockets, and I currently have 2 enemies, so I needed a way for the homing rocket to choose which one to target.

I made an alterable value with chooses between the numbers 1 and 2 every couple of seconds. If the value is equal to 1 when the rocket is fired, it aims the rocket at the enemy classified 1, and if it is 2, it shoots at the enemy classified 2.

This works when the value is equal to one, (It only shoots one rocket at the first enemy), but however, when the value is equal to 2, it shoots at both!

Any ideas what could possibly be going wrong?
