Pseudo 3D Parallax Effect (Pole Position Effect)

Hey guys, I'm looking to replicate the effect in the GIF below. It's a sort of pseudo 3D Parallax effect which, according to the research I've done, is referred to as the Pole Position effect.

    http://gcnmario.free.fr/test_bg.gif

N64Mario made a thread about this several years ago, but as far as I know he never figured it out. It's the kind of thing that could be done with Mode 7, but I'm not sure how to apply that effect to only one object. Alternatively, perhaps this effect could be achieved with a shader? Any suggestions that you guys have would be greatly appreciated.

You could achieve this simply by using images (ceiling and floor) with a stretched perspective, and the background just as standard. Altering the coeffs of the ceiling and floor layer to be the same and the middle layer to move slower...

Danny's solution is surely the quickest and hassle-free,
problem is the tiles on floor and ceiling would not "shift" perspective while moving horizontally,
to achieve that also you could:

    1) split the tiles in many horizontal pieces (that's what the "pole position" effect generally does, splitting the track in horizontal lines of 1 pixel height)

    2) try the "perspective object" extension,
put it over your floor and ceiling and make it much larger,
set mode to "perspective - vertical", and slowly move the perspective object horizontally.

And of course for a good result with low effort you could setup a real 3D scene in Fusion,
with Firefly or P3D it's just two textures, one floor and one bottom, and the bg,
but both are payment tools, and might be too much "underused" if just for this

    I.e. here's a quick example with P3D:

    Thanks Danny!

ahhh true Shinbaxter, that's why it seemed so familiar
probably the missing bell didn't make it "click" immediately

(err: of course I meant "two textures, one floor and one ceiling")

@Danny: As Schrodinger mentioned, the method you proposed wouldn't actually change the perspective when the screen moves. If not for that, simply changing the perspective on the sprites themselves would've done the trick. This was a little more complicated than that though haha

@Shinbaxter: Yes, Street Fighter 2! Sorry I forgot to mention the game used in the GIF

@Shrodinger: Thanks, I totally forgot about the Perspective object! That was exactly what I was looking for.

I made an example for anyone interested

Thanks Marv! Honestly though it was pretty much all thanks to Anders' Perspective object. Shout-outs to him!
