Make sure what the counter is displaying is stored as an alterable value somewhere. If you want to round down when it's below 0.5, and up when it's above 0.5, you'll want to grab the Absolute value. If you only want to round up, that's Ceiling, and if you want to round down, that's Floor.

So first up, in this case, to count by thousands, you'll want to move that decimal point back two spaces to begin with, so myNumber("object")*0.01 will get you 13.29. Then you'll want to grab the Absolute value of that, so Abs(myNumber("object")). That'll convert 13.29 to just 13. Finally, in a separate Then statement, move the decimal point back one more time. So it'll look like:

If whatever Then Set Value myNumber("object") to Abs(myNumber("object")*0.01), Then Set Value myNumber("object") to myNumber("object")*0.1), Then Set Counter to myNumber("object")

Just make sure the counter is able to read one decimal place and you should be good.

myNumber is an alterable value of the Active named "Object". You can create an alterable value by selecting the Active object in the frame editor, go to the properties window, click on the Values tab, click New and then double-click Alterable Value A to rename it to myNumber.
