It is sold as a separate version. Discounts are available though for owners of the Windows version or owners of the Mac Exporter.
I’m fairly certain there is no Mac editor for Steam, so you can’t install the Windows editor for Steam on MacOS - you'd only be able to run a standalone Mac editor version on your Mac (unless you install Windows on it).
Instead of buying the Mac Editor I think it's possible to get your Steam registration key converted to a Mac standalone editor version key for $9.99 - but I think you have to buy the Mac exporter too.

You could just install PlayOnMac and install Steam through it, then you will be able to use the Steam Fusion version you already have (for free).

But FYI this does not include the Mac exporter so you will not be able to export Mac apps, for that you should follow AND's post to get the official Mac editor that includes the Mac exporter.

BE WARNED: It's still running in 32-bit, which means if it isn't updated to 64-bit a few months from now, it won't work on MacOS Catalina.
You can't just switch from Steam to Mac Fusion with the key exchange - basically when you "pay for Fusion on Mac" what you're actually buying is the Mac Exporter (which is available for Windows too). Essentially we bundle the Mac Exporter and Mac Fusion as one thing, so that's why there's a charge![]()
