Event: When animation changes or frame changes?

Is there a way to trigger an event to start when an active object changes its frame? The pseudo code would look something like this:
    Code:
If "image" frame is now different then play sound
The issue I am trying to solve is that there is a random number generator which is updating which frame my active object is showing at a given time. When the picture changes, I want to be able to play a sound and change an overlay image as well.

You could compare a value to the current animation frame number. If it is different then <do whatever> and set the alterable value to current frame. This will then only trigger once per animation frame shift. I put together a little example - hopefully it works for your game!
