Smile [Feature request] MagicDeque with UTF-8

Hi, I use MagicDeque to read a .csv file with Chinese. Looks like texts returned garbled.
Asked my Fusion user friend. Know that MagicDeque is an old extension.
    Hopes it can support UTF-8.

ListView can also read CSV files, but you have to pre-create all the columns before loading the file, I think. ListView does support Unicode.
