I looked for a long time for a solution for a project and recently found a possible solution.

There is a freeware app that you control various aspects of the system, including volume and microphone activation, from the command line.

I haven't tested it yet, but I think this would be the solution. When I have the time, I'll adapt it for my project, but I'm almost sure it will work perfectly.
