How to make an Afterburner-like background?

In the Afterburner games, the background water layer rotates as you move around. Is there any easy way to replicate this effect? I would've just used the Mode 7 ex Object, but as far as I can tell, you can't rotate it.

    Pretty simple.
First make your .GIF background and then use the Rotate function in fusion, linked to your Player's Jet.
I.E. Player jet +25 Degree Angle / Background -25 Degree angle

You can make your Backgrounds using wondershare and GIMP.

    1. Use Wondershare to extract the GIF
    2. Use Gimp to remove the jet image from each frame. ( You could also cut the jet out to make a .PNG with Gimp for the player Jet
    3. Import the .gif files as an animation with Fusion
    4. Loop the background

I guess I could just do that, but I was looking for something that could be altered on the fly like the Mode 7 object.

True, Mode 7 is a Simulated 3d world though. Not sure how you would loop the world.

Here is a quick example of what I was saying. This was 5 lines of code.

Obviously, much more could be added to make it almost identical to Afterburner.

    Left / right Movement ( jet )
    Loopdeloop ( jet )
Background moves to the left and right / Up and down
    Aircraft carrier take off
Random Bushes instead of the same repeating background
    etc

    Thanks for bringing this up.
After making the little Preview. I decided to make a little game with it.

Below is another sample. I plan on adding moving water when you turn and clouds.
