Now if I want to make a 2D MegaMan game what would be best?

I enjoy using a Windows XP.

I don't think you DL (Download) it OL (Online). For a 2D (Two Dimensional) MegaMan game, you could get away with using MMF 1.5 (Multimedia Fusion Version One Point Five), or even TGF (The Games Factory).

I enjoy using MMF 1.5 (Multimedia Fusion Version One Point Five).

MMF1.5 is no longer for sale, so you should look at MMF2 (Multimedia Fusion 2) or The Games Factory 2. These do what version 1.5 do, but also a whole lot more.
