Although it makes zero sence, 'resize display to screen size at start' is the same as what you want. No idea what Clickteam was thinking on this account.

in the first frame if you maximize the window it doesn't resize the display.

but in the second frame if you maximize the window it does.

I want there to be a feature that resizes the display in both frames

You don't even have the option checked in the first place. You need it checked in the frame properties of the frame that is the sub-app.

If you mean for the trackpad, then that will not work. You'd need a specially designed trackpad to do that.
