This probably going to sound really weird but how would I make an application look like static like you would find on a messed up tv?

Do you mean static like the black&white noise?
or a static that distorts the actual level?

The black&white noise is as simple as copying 4-6 noise patterns inside an active object and loop them over and over.
The noise patterns are easy to create using any version of photoshop.

Distortion is a bit harder to create but perhaps it is possible to do some form of it, using the updated Perspective Object, and the new custom offset, feature.
