There is an example of what i mean, where you command an object to go to a certain place.

Yes. Numerous ways: Move It extension, Path Movements, Custom Movements, etc.

Is there a way of doing that but by selecting say:

Object A
Object B
Object C

And moving them about individually or in a group say for example like the sims?

I would need a few more details on what all you needed to scroll, but you shouldn't have any problems, if you do it right.
