I have yet to post to Newgrounds yet, but I am curious:

Can you put achievements in your MMF or TGF games?

You can create your own Achievement system. But if you want one integrated with Newgrounds you have to wait for public beta of Jamie Newground extension package and hope it would be integrated also with TGF2 (but it should be).

No, it can't.

EDIT: the normal, unlimited version of TGF2 will support Jamie's Newgrounds API object though.

Which means you won't be able to implement Newgrounds achievements in the free TGF2 Newgrounds Edition.

Correct, But if down the line it works well for you, the full version of any of our tools and the optional flash exporter will more then be worth the small investment!

Maybe if achievements are just NG awards etc there could be a limited Newgrounds object built in to this version also so people could take advantage of some features.

I haven't looked into it yet but if it's not a money making thing that seems like it would make sense for this version.
