    Doesn't create "Release" folder?

Build the XNA Windows Project with Visual C# 2010 Express.
However, the "Release" folder doesn't create at "\bin\x86".

What is the difference between XNA Application and XNA Project?

I do not think there is a need for a release folder. I have successfully compiled and packed Windows applications.
I think you should refer to the official Microsoft documentation. I'll have a look on my side.

Should I distribute the "Debug" folder?

Application in the Debug folder was doesn't work with other PC (Only installed .NET Framework 4 and XNA Framework Redistributable 4.0).

I think you have to choose a "publish" option from Visual. For example, for a Windows project, right click on the name of the project in the project window, you have a "publish" option.

    Re: Doesn't create "Release" folder?

I changed VC # to the advanced setting. Then, the pull-down menu of Release appeared.
