16/9 vs 4/3 Resoultion for Xbox?

Ive read the 'best' resolution to design games would be 1280x720. This option will letterbox for screens using 4/3 aspect ratio.

Is there a MMF2 way to determine which aspect ratio the XBox is using to postion UI elements correctly and still use the full frame regardless of the users aspect ratio?

Sorry if this has been asked already, Im on forum overflow from researching all the diff screen sizes (iOS, Android, XNA).
