Enabling and Disabling Groups

How do I set an event to enable or disable a group? In the example file I'm working from, I need to

1. Enable a group at the start of the frame.

2. Disable said group and enable another when a counter equals 2.

I've already created the groups, and the "start of frame" and "counter equals 2" conditions.

Under "Special Conditions" in the Event Editor.

Group of Events->Activate
Group of Events->Deactivate
