Keeping applications open in the background

Is there a way to keep an app open in the background so that sounds can still be played in the background? For example, if I want to make an alarm clock app, how would I make it so that sounds (a) play while the app is open but the device is locked/sleeping and (b) play if the app is not open?

    Thanks!

I'm not sure if it is or not - I didn't think of that. I'll try it a later, and I'll report back.
