What resolution should I use for phones?

I have found 640x480 to be acceptable on my Nokia Lumia 900, but I have no idea what res I should use for it to work on all Windows Phone devices. Please advise as I know it doesn't scale up or down.

Yes, it DOES scale up or down. Automatically. The important is to choose the X/Y proportions of the screen the best for all devices. But I cant help you on this sorry.

480x800 is apparently minimum spec for windows phone 7, so you could try that or anything in that aspect ratio.

I'm even more confused because I see no evidence of scalabilty in the exporter. I took my 960x640 iPhone project over and it did not scale down. I am of course using a Windows 7.5 phone with the Lumia 900 so I assume that the solution is just push out 800x480? Will this mess up a whole side of the user base?

As I told you before, there is nothing to do in XNA application to make it resize. XNA does it automatically, for all application. This is the reason why you do not see any property or code for it. I do not know why it does not resize on your device...
