What is the procudure for releasing third party dll's with an mmf2 application?
If the extension is programmed properly (and the DLLs come with the extension) then Fusion will include the DLLs in the executable for you. If the DLLs are not related to any specific extension and you just want to include them separately, you'll need to investigate the distribution license of the DLLs.
