Im wondering how I can have a bar counter that is a set size at the start of frame, regardless of its max value. If its 300, 3000 or 30000, I still want it to take up the same amount of space on screen but just take a longer time to count down. Is this possible?
That's how the bar counter already works, you can't get it to work any other way

Oops. I had a stupid group of events active that was messing with my counter! I was wondering why it was acting so goofy. You are very right in saying that is the way it acts.
