You got yourself into quite a pickle. I hope you didn't make any promises. What your client is asking for might just not be possible at all.

People don't understand that you can't just have a single file that runs on every platform.

The closest thing you're going to get to that is maybe HTML5 but it's still in development and it requires an internet connection.

Would making a Flash app that contains links to external web pages with the appropriate video embedded work?

Suggested flow: User loads up Flash app. Navigates to a frame with a button to play the relative video.

Browser page opens and a page with an embedded video loads up.

User can close the tab/browser window and go back to your app, leave it open, and continue to use your Flash app in their browser.

You can package the swf file and the html file for it for external usage (like from a USB drive, etc).

It should run on Mac, Linux, PC, some Android devices, PS3 (have to be tested).

They would be able to make interactive trailers with youtube's built in features. See Dishonored's recent interactive trailer for examples. there are a bunch on youtube.

    Maybe that would work?

Don't have the video files local. They will take up space in your app anyways. I may be misunderstanding your intent with your end product.
