Try reinstalling MMF2 and then install Android

Are you trying to install the exporter to the same directory MMF2 is in? Sometimes I've changed directories upon the initial program install and forgot, so when addons were installed it looked to the default spot that wasn't there.

That may be your problem. If you're trying to install the MMF2 android exporter to Fusion 2.5.

and
Clickteam Fusion Developer 2.5

installed

Or only one of the two programs?

If you have Fusion 2.5 Dev then that same one for the android exporter. That is really odd. Do you have administrative privileges? If you have F2.5 dev and use the 2.5 dev android install it should go right through.

I'm not sure what is causing the problem here, my instinct was that the incorrect exporter (for MMF 2) was being used with Fusion 2.5.
