Infinite Scrolling

So, I've been trying to figure out if there's an easy way to make a game with infinite, multi-directional, scrolling.

I know I can set the area to -1 and get an infinite scroll in two of the four directions, but I want scrolling in all directions. And I'd like to scroll active objects this way too.

Or to put it another way, I'm trying to create an effect similar to Fantasy Zone, which has finite levels that scroll infinitely. (Video example here)

Is this something that needs to be made entirely with a complex series of events? Or is there a way to do this that takes less effort that creating an entire scrolling system from scratch?

You can use the layer object, there's an example here somewhere but if you can't find it I can post an example.
