Can you access the same ini file between 2 different iOS applications?
I want to offer a free and paid version of a game. I'd like those who initially downloaded the free version of the game to be able to continue their progress if they purchase the premium version of the game.

You should make it a single game where you can use the in app purchases to unlock the paid version. Add a feature to sync purchases with the store (this is a feature) to unlock devices on other accounts or new phones.
I think there is even a good chance your app will be rejected if it's clearly a lite version of another game. I am not 100% sure, but I've read about experiences from others that their lite versions were rejected, and told to have only one version with in-app purchase for the upgrade.
