Skips menu increment - Keyboard glitch (Please help)

I made it to where when you press Z it takes you to a into a part of the menu, and you can press Z again to go into another part of that part of the menu, but instead it skips it all together. I tried a Z-refresh kind of thing where when you press Z you can't press any menu buttons for 0.10 seconds, but that doesent work and instead makes me have to press Z two times in a rapid succession. Any help?

Create an alterable value or counter, when Z is pressed and the counter is 0, do the action and set the counter to 10 or 20. Always subtract 1 from the counter in another event.
