Not sure if its just my monitor but when you set to change the resolution and you full screen and run something why would it look different from just having it windowed and extending the size of the window?

Not sure what exactly is going on in your situation, since there are many potential factors at play. But the answer to your question, in general, is this:
When you run things in windowed mode, you are using your monitor's existing resolution. If the game contents increase in size as you increase the size of the window (do they?) then that enlargement is happening only on a software level.
When you run things in fullscreen, you are likely changing resolution.
Monitors usually have one native resolution that looks good. They can do lower resolutions, but those look poorer. Not only are the pixels bigger, but they are fuzzier, muddier and/or less distinct.
There are many factors at play, such as what type of monitor you have, what your system resolution is, what your game's resolution is, what fullscreen settings you've used inside Fusion, and what style of graphics you are using.
But judging by your question, my guess is that this is what you're seeing. Look into the Ultimate Fullscreen Object, which uses a borderless windowed mode that might solve your problem.
