Trouble with steam workshop uploading (levels for my game)

To be clear, I'm talking about the workshop for my own game, and not clickteam's workshop.

I can get a submission to upload once, but I think due to the new/modifying distinction, it doesn't work after that. When testing to see if the user has already submitted something with the same title and then using "modify existing user submission" I get the following error: statusErrorFailedToShareCloudFile

If I try to just submit new again, it doesn't work. There's no example file for modifying existing submissions, so I'm not sure what to do here.

From testing, I've found that "publishing new content" fails if you try to upload the same file again, but "modifying existing content" doesn't seem to work at all. I confirmed that the content ID being modified matches the one I set in CF2.5, so I'm not sure at which point this is failing. I really need to figure this out.

Are you able to delete the one already on the workshop, and then just publish a new one afterwards?

I am having trouble getting even one bit of data uploaded once, if you have any advice that would be great.

I'm getting two things:

In the console it always says:

Server Response Failed 2

and when I try to publish...

statusErrorFailedToPublishContent'
