Moving Layer with Layer Object?

I'm making a scene that looks similar to the Wario Land 4 title screen where the layers move while the character stays in place to look like he's driving on a road. I wrapped the layers horizontally and set up parallax scrolling but I cannot for the life of me find out how to love layers. I can't find a tutorial that tells me how to do this. How do I move the layers automatically?
