Created Objects on wrong layer

I'm trying to create an object relative to an object on Layer 2 out of 3. When I had the create object event in the global event editor, it worked fine. But since pasting it into just the regular events in a frame, the objects are always being created on either layer 1 or 3....

I'm not really sure how to fix this

Odd... I'll pass this problem to Francois. Recreate the action, that will fix the problem (works on my machine).
