Adding Scroll Bars to Window

I ran into the problem on a couple of projects. One is I have created a frame that is larger than the Window at run time. If I add a control at the top of the frame and a control at the bottom of the frame then when I click run the application I only see the control that the top and have no way to scroll down and get to the control at the botton.

It would seem that having a hortizontal and vertical scrollbar option with the Window would be very helpful that could be turned on and off as needed.
