Layers Toolbar

I'm having a big problem with the Layers Toolbar, and it's really slowing down my development pace.

It seems to be broken, and I'm not sure if the issue is only in Windows Vista. I've searched the forums, but can't find anything on it.

The problem is, whenever you click a Layer, it becomes permanently selected. Even when you click on another layer. I end up with all layers selected, and no ability to deselect a layer.

I can't drag objects onto a layer to change their default layer, and the little red 'x' button on the Layer Tool bar can't be clicked. It's like it doesn't exist.

It's making it impossible to work with layers. Has anyone else experienced this. How can I fix it?

Using latest build on Vista Home Premium.

Definitely sounds like a Vista thing, I've never had anything like this on XP. However, I haven't heard it from anyone else under Vista either.

It happens to me when using Vista (and not when using XP) and it happens every time.
