Each sound channel can only play one sound at a time. If you start a sound in the same channel then the old one is cut off. The "Play Sample" action just uses the oldest channel, it still can't play more sounds at once than setting the channels yourself.

Using a specific channel is so you can manage your sounds better, so your music is never cut off by your jumping sound (for example). If you need to play the same sound at the same time as itself then instead of a single specific channel use a counter to use several channels.
