detached Menu?

Is there a way to create a menu that is like the "File\Edit|View|" one in the application , but not have it attached up at top?

I'd like to have a menu, but use Windows Shape on the app, and have the menu a bit lower down...?

I do not think you can do that in Windows (appart than manually). Why not use a popup menu? Just put an icon somewhere, and when you click on it it opens the popup menu...

Is there a way to get the popup menu to NOT pause the app? I could have sworn I was able to do this in the past (by changing an option, like "Run while resizing" or something...) ?

(I remember I used a subapp, but I'd rather use a popup menu!)
